Some Highlights of Nepal's new Constition ''72 b.s.

1)       The Constitution assembly (CA) made through Nepal’s New Constitution’72 of People’s Federal Republic (Democratic) Constitution on 31st Bhadra, 2072 or 17th September  2015 Thursday in its 3rd year of II term. It made the dedication and promise of Prime Minister Susil Koirala fulfilled.
The proposed constitution was approved by the Speaker of the CA Mr. Subash Chandra Nemwang on 1st Aswin, 2072 or 19th Sept. 2015. Friday.
The promulgation of the new Constitution will be announced officially by the President Dr. Ram Baran Yadav on 3rd Aswin, 2072 or 20th Sept. 2015, Sunday.
The main document of the constitution was signed by 537 CA members in its favour. The document was signed earlier by the leaders Messers  Susil Koirala, K.P.Oli and Puspa Kamal Dahal - Prachanda, belonging to the Nepali Congress, Nepal Communist Party -UML and A-Maoist respectively.
The proposed new constitution was passed by the vote of 507 in favor and 25 against and 59 members absent. The 601 member Assembly (CA) was comprised of 596 members only. Among the Five absentees were -1 dead, 1 suspended and 3 were not fulfilled yet.
2)       The Constitution is comprised of 35 chapters and 308 Acts.
3)       Total Duration: The new Constitution was made through in 2031 days or 5 yrs, 6 months and 26 days. The main task of constitution writing of the CA members, numbered 601 could not be accomplished in its first term of 2 yrs and additional 2 yrs. The first election for the first CA members was held in 2065, Jestha B.S. or 2010. May AD.
4)       During the first term of CA (5 yrs.), Mr. Puspa Kamal Dahal alias Prachand and  Babu Ram Bhatarai , both senior leaders of A-Maoist were the Prime Ministers one after another successively. But their tenure were completely failure to complete the constitution writing.
The election of the 2nd term of CA was held on 4th Mansir, 2070, Dec. 2015.
5)       The Cost:  The new constitution was accomplished at the cost Rs. 32 billions of rupees (32 arba). The annual cost incurred for administration and others to the Constitutional Assembly for constitution writing was estimated as 1 arba or one billion of rupees a year.
6)       It is believed that the New Constitution was the truth of 69 yr. old dream of 3 crores of Nepali people, says the Nepali Constitution Pandits.
7)       The 3rd Aswin, 2072 or 20th Sept. 2015, Sunday was regarded as the New Constitution Day from now on. From the 2007 B.S. onwards, nearly seven decades have been passed by, six other constitutions have been promulgated within the period. The ’72 Constitution was regarded as the best achievement of the people so far.
8)       Total sessions sat to promulgate the new constitution were 123 for 381 hrs28 minutes in 1440 days during the Constitution Assembly period in its first term. In the second term they sat for 135 sessions of 338 hours altogether in 571 days. The 2nd term of the CA was administered from 8th Magh, 2070 to 3rd Aswin, 2072.
9)       The new Constitution is provided with many openings and made comfortable to adjust many, many new resolution, criterions related with freedom and rights of the people.
