Cumulative effect – the Holy Rivers:
Many cusecs of water were flown out from the rivers in Kathmandu like the Rudra Mati (Dhobi Khola),the Ikchhu Mati (Tukucha) river for the last period of 6 decades of Democratic Era in Nepal. The water was as good as purified water. People used to take a bath in it wherever these rivers are accessed in the Valley. The water were fetched to home to drink as well as to cook their meals.
Bishnu Mati, Baag Mati and Manohara are holy rivers. People used to have a holy bath in these rivers on every holy occasion of the year according to the lunar calendar. That was a legend.
Rivers tamed:
All these rivers have become untouchable at present since they started flowing the black polluted water, fully contained with sewerage.
It was reported that one time some powerful persons – powerful by his designation, popular among the politicians, a leader of the political party having good reach to another powerful person/s of the country joined the sewerage of his house in a river nearby for a cost free flow out of his toilet in the river and through the river. No one was there to raise his/her voice against him.
However, the technique, he applied was found very tactful, cost free and a good solution of ever lasting. Some other people followed the technique. That was a cost free, easier and unobjectionable idea. In the same way, many people later on, followed their predecessor and joined their sewerage in the river. The Municipality, itself at present felt proud of adopting the technique with good investment and planning and drain out all the sewerage of the city dwellers into the river. Why not? is the river a private property of any individual? No, it’s a public property. So each and everyone does have right to do whatever he/she likes to do. Like a proverb says, “Every body’s child is nobody’s child”. No one is responsible for spoiling the river not even the State, because every one is doing the same.
The cumulative effect was that the pure water river turned into black and stinky river, flowing all the sewerage of each and every house in the town or city. The river was changed into a ‘Pandora’s Box’.
People tamed:
Load shedding is not a new issue for the people in Kathmandu or the country – Nepal as such. The load shedding used to happen in the previous years too. It was scheduled for 18 hours a week or about three hours a day in the beginning this year. After a few weeks it was extended to 24 hours a week. About a month later another notice was published and the load shedding was extended to 47 hours a week. The notice of Nepal Electricity Authority (NEA) published on 18th December, 2008 noticed the extension of power outage for 70 hours/week. Soon the duration will be extended to 18 hours/day. The problem of power outage might continue for 5 years or more, the notice went on. Many debates, discussions, consultations were held nationally and internationally since long time back. Many five star hotels in Nepal as well as in India and abroad were made good venues for their consultation.
The load shedding has threatened not only the work capacity of the people, the industrial productivity, the banking sector, educational institutions but also the daily life of the people and their security. The running government each time managed the fund from many sides national as well as international in a form of tax, grant, assistance and loans. They vowed to generate hydro power and supply the power in a cheaper rate. But in vain.
The cumulative effect was that the load shedding now continued longer time up to 16 hours daily or 112 hours a week. The people have quietly resisted it. They didn’t raise any voice against it.

Nepal is now on 6th decade of its Democratic Era. Like water in Kathmandu rivers, the Kathmandu also saw many appearances as leaders. Nepal was definitely in the grip of certain family members of a particular community i.e. the family of Shahs and Ranas. Many leaders were born to set free the country from their tyranny. Many of them have sacrificed their lives too. The martyrs like late Dharma Bhakta, Ganga Lal, Dasarath Chand and Sukra Raj, … made very remarkable contribution to make the noble thought successful and present their brethren of the country a gift package of freedom and Democracy.

The 1951 revolution made their dream true. The leaders like late B.P. Koirala, Ganesh Man Sing, Puspa Lal Shrestha, Mana Mohan Adhikari … and many leaders had led the revolution. The people sincerely helped them to make their mission successful. Consequently, Democratic system was brought in. New form of democratic governments were formed in 2007 b.s, 2017 b.s., 2027 b.s., 2036 b.s., 2046-47 b.s. and 2063-64 b.s.
Many good leaders like late B.P. Koirala, Ganesh Man Sing … passed away just after a few years of the achievement of their efforts. After that many other people appeared as leaders in the country like the flow of water in the rivers in several occasion in several years. Like the Doctor turned new health assistants in the villages the newly appeared leaders led the government one after another in the name of the Nepali Congress, the CPN – UML, the Rastriya Prajatantra Party, and many other. They brought many plans and programmes to change the country into a developed one. Billions of rupees were managed from National resources. Many aids, grants, assistants were managed from the International resources. Budget finished, their term of reign completed. The national problem remained as it is.
The cumulative effect was that each and every leader followed what their predecessor did earlier. They bagged money, bought costly lands, built costly buildings in the Capital, managed better opportunities to their dearest kith and kin, forgot their respective villages or districts or region. Their term finished and went back to the street to shout the anti slogans again against the running government.
Sincere people:
The Electricity was out. They got electricity hardly for four hours in a day, after a new schedule was applied. The new record showed that a family hardly consumed 30 to 40 units in a month. Similar is the case with water supply service. People are supplied with water hardly for one or two hours in every 3 or 4 days gap. The collection of water was not enough for daily consumption. They go even to the dirty water to work for their certain purpose. Yet they are very sincere and regular to keep clear their electricity and water bill in time and every time. They paid bill for 100 units every month.
The cumulative effect was that the political leaders or the minister/s knew that Nepali people are sober and sincere. They will never protest against their monopolistic works. And the people in the other hand understood that they (so called leaders) came to earn money. None of them are sincere to the country and the people. They are not worth expecting people for the country. The residential areas of the Vice President, Prime Minister and other cabinet ministers are load shedding free zones yet.
The ironic situation:
It is very ridiculous even to think over the fact that the people of one of the richest country in the world in water resources had to stay in dark for 16 hours every day or 108 hours a week. Similarly, they are not served enough drinking water. They are compelled to collect water for 3 or 4 days in a one or two hour-long water supply service provided by the office of Drinking Water Supply in every 3 or 4 days time.
Minster of Water Resources Bishnu Poudel, of all the thing, on other day said, “the ongoing power outage was a shame for the Nation which is considered second richest country in the world in water resources. He said the power cuts would add a new chapter in the annals of Nepal’s history”. He was observing the 34th Anniversary of Water and Energy Commission.
The river/s go dry during the winter and the flow of water become weaker. So the sufficient electricity wouldn’t be produced during the season. The cumulative effect was that each and every government led by any A or B or C is well acknowledged with the fact. Yet none of them can go even a little far beyond the activities, the predecessors had undertaken. The problem used to leave anew every time like his predecessor did.
Cumulative disease:
If some one, in power blame that the work was left undone and that was happened due to Cumulative effect, that indicated the particular person was unable to do anything to improve the existing bad system in the country. That was also taken for ‘lame excuse’ the particular person begged for his/her easy escape from the irresponsibility and that is also called ‘Cumulative Disease’. If Cumulative Effect was a sort of virus of the system, the ‘Cumulative Disease’ could be more dangerous to the one, sitting on ‘Kurchi’ and a problem to the country. So every leader in Nepali politics used the term cumulative effect and become relieved from all discredits. In another sense, the term cumulative effect is also used by the minister or the political leader concerned to protect their individual benefits made at the cost of the development of the Nation and the people. If every successor was affected by such cumulative effect or the ‘cumulative disease’, that makes understood that the sitting leader as a responsible authority of certain unit/s of the Government could not be effective in his/her duties like the predecessor. In other words the cumulative diseased person began the work from scratch and left out that unaccomplished by the time of his/her termination like his predecessor… . And said, he lacked supports to get the work done or budget was not enough, time was short and bla, bla, … . He never became franc of the mistakes that was committed in his duties. ‘Cumulative Disease’ is a cancer for the Nation and politics.

After five-month reign over the country as a head of the new Maoist led Government Prime Minister Puspa Kamal Dahal, Prachanda said in his half hour long important delivery to the Constituent Assembly that his Government could not have taken a strong measure for any development work so far. The present load shedding and the political unrest were the cause of miss-management of his predecessor. They were not the defaulter for the weakness. The Prime Minister also committed that the lack of experience in running the Government was another weakness, the speech further stated. In the meantime, the Prime Minister also assured again to fulfill all the words he had given earlier like to return the seized properties and land of the commoner, and to undertake all the development works to change the country into new Nepal. The delivery was full of all his optimistic views for the success of his future plan and programs. He also urged the people not to be restlessness.
Conclusion:
However, the opaqueness in colour and Cumulative Disease cannot make the leader successful in his plan and program. The political pundits say, “Democracy is the Government of the people, by the people and for the people”. Like in the previous system, the present leaders also were selected by the people. The people love changes and development of the country. They love democracy, freedom, rights, security and peace. They like the exploration of the rivers like Karnali (both upper and lower), Koshi, Seti, Gandaki and other and use to produce hydro power and supply the cheap electricity and enough drinking water to them. They are less concerned with the differences of the political ideologies.
Development works cannot be undertaken if the people were not well aware of their political rights and freedom guaranteed by the Government. The leaders came into the Government should not be affected by the ‘Cumulative Disease’. They are brought by the people and are expected to work for the people.
